DEDICATION PROCEDURES
Upon completion and testing of  the construction of a sanitary sewer improvement, a District representative will issue a Letter of Completion & Compliance, signifying to the owner/developer to begin the dedication process. All dedication documents shall be submitted within 60 days of receiving the Letter of Completion & Compliance. Documents that need Board action are required to be submitted on or prior to the last Wednesday each month.

All final testing reports (Ex. Manhole Vacuum, Mandrel, and Low Pressure Air Testing Results) must be sent by the developer to the Indiana Department of Environmental Management (IDEM) http://www.in.gov/idem/

Your transmittal shall include your IDEM permit number and name of the construction project as noted on the permit. CTRWD will require receipt of transmittal to verify that the specified documents were sent and received by IDEM. This receipt will be part of the required documentation for dedication.

1 Final Set of As-Builts - Paper The owner/developer shall submit final as-built drawings to the District prepared by a licensed surveyor or engineer. The set shall include one paper, one mylar and one digital submission per Hamilton County's Digital Submission Standards.

Engineer's Certificate States the improvements to be dedicated have been constructed in strict conformity with the approved plans and specifications and have passed all required tests.
   
     
Final Recorded Plat

The owner/developer shall provide final recorded plats or surveys with the recorded instrument numbers clearly visible as well as all road right-of-ways, utility easements, and boundary lines. All sewer improvements shall be certified to be within the easements depicted.

Bill of Sale The owner/developer shall convey the sewers and facilities to the District utilizing a Bill of Sale. If the improvement are located outside a public right-of-way or platted easement, use the Grant of Easement & Bill of Sale

General Warranty Deed If a lift station or similar facility is constructed and conveyed to the District, a General Warranty Deed shall be required.
   
Maintenance Agreement The owner/developer shall supply a Maintenance Agreement prior to Board approval/dedication of the sewers.
   
Three Year Maintenance Bond The owner/developer will file with the District a Maintenance Bond covering a three year period and for 10% of the documented construction costs with in 60 days of the Board's approval.
