When a neighborhood with septic tanks wants to convert to the District sewer: |

The process begins with a Petition for Sewer Service. Since sewer service is mandatory, the neighborhood needs to have a fifty-one percent majority to be considered for a sewer project. |

Feasibility & Cost Study The District will hire an engineering firm to estimate the cost of the proposed project based on the District’s experience with other similar projects. These estimates are used as the basis for public meeting discussions on whether or not a sewer project should be completed for a given neighborhood. Each homeowner that is required to connect will pay an equal share of the project costs which include the construction cost, engineering expenses, the costs for easements and legal fees. Final costs are set through adoption of a rate ordinance by the District’s Board of Trustees. This rate ordinance is normally developed after final costs are known. Cost estimates are based on the District’s consulting engineer's research and experience with bid price information from recently completed sanitary sewer projects in the District. Costs for easement design and acquisition, legal costs, construction period inspections and a construction contingency are also included as part of a neighborhood’s project costs. |

Connection Requirements Homeowners are required to select their own contractor to complete the connection to the new sewer once the District’s connection permit has been issued and the project fees have been paid. Once the homeowner’s contractor has completed the connection, and it has been inspected and approved by the District, the homeowner must then pay the monthly bill for sewer service. |

District connection fee of $1650 per home and application fee of $100 per home are in addition to the following estimated construction costs. Homeowners are also responsible for the cost of connecting their existing plumbing to the new District sewer which is extended to their property line or the edge of any easements obtained. |

Once a property is connected to the District's sewer, for customers who have a private well for their water source, the monthly user fees will be a flat rate of $23.84. If the property is on city water, then a metered rate will apply which is based on a balance bill amount using the winter month's water consumption.
